Romain Mauger, PhD

Assistant Professor of Energy Law

Dr Romain Mauger is Assistant Professor at the Groningen Centre of Energy Law and Sustainability – University of Groningen.

After a Bachelor of Law at the Catholic University of Lyon (awarded in 2009) and a Master’s degree in Environmental Law and Management at the University of Montpellier, France (obtained in 2011), he worked for more than three years as a wind farm developer and legal advisor at a subsidiary of Engie, in Montpellier, France. During this professional experience, he learned a lot about legal, technical and economic aspects of renewable energy sources.

Dr Mauger completed his PhD in Law in September 2017, earned from the University of Monptellier. The focus of his doctoral research was on the energy transition legal framework in France.

Between 2017 and 2022, Dr Mauger undertook post-doctoral research as part of two projects. The first one (2017-2021) was the H2020 project entitled SMILE - SMart IsLand Energy systems. As part of this project, he assessed the existing legal framework in place in the EU and Denmark, Portugal and the UK regarding smart-grids (encompassing electricity storage, electricity/heat combination, microgrids…) and proposed improvements. The second one (2021-2022) was a NWO-NRF funded project between the Netherlands and South Africa on the creation of Water-Energy-Food (WEF) communities. An initiator of the project, Dr Mauger proposed to use the legal framework adopted in the EU for energy communities to inspire a legal mechanism for the development of communities in South Africa where the whole WEF nexus is taken into account and is controlled by local inhabitants. This project is running until 2024 but the research activity was shifted to another post-doctoral researcher and Dr Mauger remained as advisor.

Dr Mauger’s research interests include Energy & Environmental Law, the Energy transition, its institutions, tools and challenges (not only in France), and Climate & Energy justice issues. He fluently speaks French, English and Spanish.
